2010 Fire & Rescue Standby Coverage for Airborne Speedway 2010

The South Plattsburgh Fire Department in cooperation with various other mutual aid partner Fire Departments in the Clinton County mutual aid system are proud to provide on-site Fire & Rescue standby coverage for the racing events at Airborne Speedway in South Plattsburgh. 

All Clinton County Fire Departments are invited to assit us with providing Fire & Rescue Standby coverage at the track. Department SOG's for operations at the track are included with a Race Schedule below.

Upon arrival at track site for standby apparatus and crews shall proceed directy to pit area gate. Crew members will be required to sign release and pickup pit area access bracelet at pit area ticket booth. Standby crews shall ride apparatus into pit area for standby. POV's are not permitted within pit area and must be parked in public parking lot. Crews are encouraged to ride on appartus to site.

Standby apparatus staging area is on left side of track entrance road between track entracne road and pit area consession. Appartus shall be backed up towards pit area consession stand to permit quick response to track, car staging and/or pit areas as needed. Be sure front bumpers are clear of track access road and warn crew members about race car movement in the track access road.

Incident Command Structure - SPFD Officer(s) shall be in command if SPFD is on site. If SPFD is not on site highest ranking Officer from departments on site shall be IC unless otherwise agreed to by members on site.

Communications Plan - Standby crews will make use of 800 mhz radio system for communications. Utilize TAC 3B for operations unless otherwise directed by County Dispatch based on other operations ongoing in the county. IC may consider use of Direct 1 or 2 by all units operating at the track for operations.

Track Officials call for Fire/Rescue response when needed. IC shall be, or designate another to be, the point of contact between standby crew and track officials. Track officials will supply radio to be monitored by SPFD IC or designee while on standby. Track officials will notify via radio when/where response is required.

Crews will standby in designated location in pit area. Crews shall standby near apparatus. When cars are on the track crews shall wear bunker pants and be ready to don remaining turnout gear should response be required.

Track officials make food and beverage refreshments available to standy crews. Refreshments are obtained at pit area consession stand. Standby crews will be provided with a food pass that permits purchase of food at reduced prices upon arrival during pit pass sign in.

Response shall generally be Brush Truck and Rescue truck. Engine crew shall mount up but only respond as directed by IC if situation warrants.

EMS response is provided by outside contractor. Outside EMS contractor is in charge if patients are out of vehicles. When patients are in vehicles fire department is in charge. Fire Department must request CVPH for response if needed. Outside contractor may request CVPH as they see fit.

IC shall request through County Dispatch SPFD response or response of other mutual aid as necessary for expanding situations or other incidents such as fire in consession stand(s), car/camper fires in parking lot or motor vehicle accidents on Broderick Road.

Departments interested in taking part in the Raceway standbys should not plan to bring more members than is listed as required for the piece of apparatus being provided. Your help is appreciated but we don't need your whole department and your department probably can't afford to send its entire membership.


Engine -

 

Crew shall consist of 5 member max crew (Driver, Officer and three SCBA qualified Firefighters) - Apparatus shall be pumper with 1000 gallons of water minimum and carry at least two 20lb dry chemical and/or CO2 extinguishers.


Rescue -

Crew shall consist of 4 member max crew (each member to have extrication training). Apparatus shall have hydraulic extrication tools and carry at least two 20lb dry chemical and/or CO2 extinguishers.


Brush Truck - Crew shall consist of 3 member max crew (fire fighters). Apparatus shall have minimum of 75 gallons of water and carry at least two 20lb dry chemical and/or CO2 extinguishers.
Other considerations

Nearest easiest accessible water source is fire hydrant SPFD Station 1. If any operation will require use of Engine water supply request SPFD respond for resupply on site as needed.

 

2 Plan for heat, bring water. Bring folding chairs for comfort. Hearing protection (ear plugs) is recommend.
